I think I know the answer to this question. Bulbasaur can’t be undergoing cutaneous gas exchange since its skin isn’t constantly moist. Also, Bulbasaur can use Solar Beam which means it must be using energy from the sun; Photosynthesis. It can survive at night too, which means it must be able to respire. THUS, it’s able to respire and photosynthesize.
